Proyecto de ley: ¿El Canal Encuentro a la TV abierta?

18:01 (7 Jul)- Desde que apareció en el cable consiguió la aprobación del público, cosechó innumerables elogios de la crítica y fue considerado un acierto del Gobierno. Por eso, la senadora nacional por La Rioja Teresita Quintela presentó un proyecto de ley para que el 'Canal Encuentro' del Ministerio de Educación de la Nación pueda ser visto gratuitamente por televisión abierta a partir de 2010....El proyecto presentado, que lleva el número S-1377/09, ya habría comenzado a tratarse en la Comisión de Sistemas, Medios de Comunicación y Libertad de Expresión del Senado Nacional en reunión de asesores en el pasado mes de Junio.

La iniciativa plantea la posibilidad de que los respectivos ministerios de Cultura y Educación provinciales puedan poner repetidoras en su propio territorio con al posibilidad de agregar un 30 por ciento de programación propia. Lo mismo podrán hacer las áreas de Cultura y Educación de las intendencias argentinas, independientemente de la decisión provincial, ya que el proyecto prevé la inserción de otro 30 por ciento de programación local a nivel de municipal.

De esta manera, las provincias y los municipios podrán solicitar al Comfer la respectiva autorización y a la Comisión Nacional de Comunicaciones una frecuencia local para poner en el aire la TV educativa con la programación "madre" del Canal Encuentro. Así, la mencionada señal podrá ser vista por el público -en general- de manera gratuita, por aire, con una antena común, en su domicilio, sin necesidad de estar suscripto a ningún canal de cable ni Direct TV ni nada.

El Ministerio de Educación de la Nación deberá -según plantea el proyecto de Quintela- elaborar un manual de estilo, a efectos de que la programación que ingrese en su señal, a nivel local, tanto las provincias como cada municipio, siga las reglas del arte del Canal Encuentro, para que no se desvirtúe la programación, tan cuidada en su forma y fondo por la iniciativa nacional y la excelente realización técnica de sus productores.

La Comisión del Senado estaba invitando al Ministerio de Educación de la Nación y a los responsables de la Comisión de Educación y Cultura de la Cámara a efectos de realizar una reunión conjunta para seguir con el tratamiento de la Ley.
